Good Morning:

-         Your Excellency Dr Sok An, Deputy Prime Minister, Minister in charge of the office of Council of Ministers

-         Mr. Adachi Itsu, Chief Representative of JICA Office Cambodia,
-         International Delegates from Japan, Vietnam and Lao PDR,
-         Excellency, Distinguished Guests, Ladies and Gentlemen,

Today, I feel privileged to welcome to all participants to the fourth Regional Join Coordination Committee meeting (RJCC4) among three countries of the Project for the Capacity Development for transition to the New CNS/ATIM Systems in Cambodia, Lao PDR and Vietnam, and I would like to express my gratitude and compliments to the government and people of Japan for their continuing supports to Cambodia on Civil Aviation field in developing the new CNS/ATM System. We are grateful for this sincere gesture of solidarity that shows the depth of our strong relationship and demonstrates that Japan is one of Cambodia's best friends and partners. And I also would like to send my most sincere thanks JICA experts who are working hard to assure this project will be completed on time and effectively.

Excellency, Ladies and Gentlemen,
Under the leadership of Your Excellency Dr Sok An, Deputy Prime Minister, Minister in charge of the office of Council of Ministers, Air transport in Cambodia significantly progresses over the last few years by the year 2014, Phnom Penh International Airport gets 2.7 million passengers which increases of 11.4% compared to 2013 and Siem Reap International Airport gets over 3.0 million passengers which increases of 13.3% compared to 2013, or in total of passengers 5.7 million increased 12.4% in 2014 in comparison with 2013, in which the passengers from 119 other airports or from 43 countries.
According to the Aviation Statistic of the State Secretariat for Civil Aviation, nearly 50% of international tourists came to Cambodia by air transportation. The traffic volumes of over flights and flights to and from airports under the Phnom Penh Flight Information Region (FIR) are forecasted to increase from 65,100 in 2008 to 137,600 in 2025, at a growth rate of 4.5% per year. A study has also forecasted that air passengers passing through Phnom Penh International Airport will increase over 4.2 million passengers and Siem Reap International Airport will grow by nearly 5 million people in 2020. At the same time and in response to implementation ASEAN Aviation Single Market (ASAM) at the end of 2015, Cambodia Airports was being constructed and is expanding its passenger terminal which can get double capacity in 2016. These can contribute to the economic growth and facilitating an increase of the number of air passengers, as well as generating growth of tourists who come to visit Kingdom of Cambodia, which are increasing rapidly.

Excellency, Ladies and Gentlemen,
May elaborate my report to RJCC4 meeting of Project for Capacity Development for Transition to the New CNS/ATM System in Cambodia, Lao PDR and Vietnam at three points that is first-the background of project, second the goal of the project and third the result of the project achiements as following:

First: Background of the project:

International Civil Aviation Organization (ICAO) decided the global introduction of New Communications Navigation and Surveillance/Air Trat1ic Management (CNS/ATM) Systems, which utilize satellite technology in air navigation, in order to improve safety and efficiency of aircraft operations and to cope with increasing air traffic volumes.  Accordingly the ICAO contracting states are enhancing the introduction of new CNS/ATM systems.  In Asia, the transition to the new systems is advanced in Japan, China, Korea, Thailand, Singapore, Philippines and Indonesia.  Its earliest introduction was an issue for Cambodia, Lao PDR and Vietnam to realize seamless air navigation services, which were important for aircraft flying across the borders.

Responding to this issue, the Government of Japan conducted “The Master Plan Study on the Development of the New CNS/ATM Systems for three Eastern Mekong countries of Cambodia, Lao PDR and Vietnam in 2009-2010.  The study assisted those countries in preparing master plans for system development, human resource development, and development of technical standards, etc.  Accordingly, the governments of the three countries were modernizing their air navigation systems recognizing that the transition to the new systems in coordination with neighboring countries was an international obligation.  However, they were in need for acquiring knowledge and developing capacity on the new CNS/ATM systems for their civil aviation staff in parallel with modernization of equipment, and requested technical assistance to the Government of Japan. 

In 2011, Japan International Cooperation Agency (JICA) started “The Project for the Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR and Vietnam”.  The Project has been implementing technical transfer on (1) establishment of Performance based Navigation (PBN) flight procedures, (2) development of training system for air traffic controllers and air navigation technical staff on the new CNS/ATM systems, and (3) strengthening of safety oversight capability by the introduction of Safety Management System (SMS) in air navigation services.  This is a regional technical cooperation project covering the three countries on the basis of bi-lateral agreements between Japan and each of the three countries.

The Project term is five years from January 2011 to January 2016.  Currently, four Long-term Experts, namely Leader/ATM Advisor, CNS Advisor, Flight Procedure Office (FPO) Advisor, and Project Coordinator, are stationed in Hanoi, Vietnam, and provide technical assistance for the three countries from its main Project office located in CAAV in Hanoi, and two Project offices in Phnom Penh and Vientiane arranged by Cambodian and Lao counterpart respectively. 

Second the goal of the project:
The Overall Goal of the Project is to improve efficiency and safety of flight operations and to enlarge the capacity of airspace through the transition to the new CNS/ATM systems in Eastern Mekong Region by introducing the new CNS/ATM systems in Cambodia in order to

The project has provided three outputs as following:
1.     To develop capacity for establishing Performance Based Navigation (PBN) flight procedures.
2.     To develop training system for air traffic controllers and air navigation technical staff on the new CNS/ATM systems.

3.     To establish safety oversight system for air navigation services.

Third the achievement of project for Cambodia

Current achievements and prospect of achievement of the Overall Goal: “To improve efficiency and safety of flight operations and to enlarge the capacity of airspace through the transition to the new CNS/ATM systems in Cambodia” is summarized as following:

-      “Reduction in flight distance and time” shall be changed to “Total number of aircraft operations at Phnom Penh and Siem Reap Airports in 2018 is more than 64,000.” It is because introduction of PBN flight procedures at Phnom Penh and Siem Reap Airports enabled reduction in average flight distance of 6.1 NM, equivalent to shortening of flight time of 1.7 minutes, per arrival, and aggregate savings in flying distance and time can be measured by the number of aircraft movements at those airports.
-      “Reduction in unsafe occurrences in flight operations” shall be changed to “Total number of unsafe occurrences caused by ATC at Phnom Penh and Siem Reap Airports in 2018 is not more than 3 despite increase of aircraft operations. “It is because the baseline numbers of unsafe occurrences caused by ATC at Phnom Penh and Siem Reap Airports during 2010-2014 were in the range of 0 to 3. 
-      “Reductions in average flight delays with regard to ANS” shall be changed to “The number of RNAV routes in Cambodian airspace is more than 6”.It is because the current indicator is not appropriate to measure enlargement of the capacity of airspace in the Overall Goal as there are many external factors that cause flight delays, such as increase of aircraft operations, uncoordinated flight schedules, etc.  Airspace capacity in Cambodia can be measured more directly by measuring the number of RNAV routes.

Complying with the output of the project, the new CNS/ATM systems project makes significant benefits to aviation sector that is Cambodia can utilize PBN flight procedures in our own airspace, for the those who get trainings can applies knowledge of new CNS/ATM systems in implementation and operation and there is establishment and implementation of Operation of Safety Management System (SMS) at all Air Navigation Service Providers (ANSPs).

In particular, as the result of the Terminal Evaluation of the JICA Project Team which was conducted last month realized that impacts by the Project in monetary and environmental terms. The Project has already given positive impacts on the capabilities of SSCA in the areas of the new CNS/ATM systems and the safety oversight of air navigation service provider to improve aviation safety in Cambodia. By the introduction of PBN flight procedures at Phnom Pen and Siem Reap Airports, approximately $US 1.1 million[1] of fuel cost savings for airlines and 5,900 tons of reduction in CO2 emission has been brought about every year.  These impacts in economy and environment of flights are expected to increase significantly by introduction of straight international RNAV routes passing through the three countries in future.

At last but not least May I thank Your Excellency Dr. Sok An, Deputy Prime Minister, Minister in charge of the office of Council of Ministers, Your Excellency Mr. Yuji Kumamaru, Ambassador of Japan to the Kingdom of Cambodia to join this opening ceremony, as well as all national and international participants for sharing their experience and insights with us of two days meeting.
