corps, international community, human rights organizations, and civil society
organizations to the Kingdom of Cambodia.
We, the representatives
of the residents in Boengkak, wish to unveil the truth surrounding the acts of
incitement, cheating by Ms. Tep Vanny, who is the ringleader of the community
currently live in Boengkak, and to inform the diplomatic corps, international
community, human rights organizations and civil society organizations in
Cambodia as-follows:
Tep Vanny has been instigating
and cheating the people of both olds and youngs to uprise aimed at gaining
personal interest by holding protest in public and at various institutions with
the plan masterminded by a number of NGOs that caused public disorders and
affected our legitimate interests.
From now on, we, the
representatives of the residents of Boengkak community, namely Heng Mom, Tol
Srey Peov, Doung Kea, Soung Samay, Kim Vanny, Vong Sokheng, no longer recognize
Tep Vanny as leader of Boengkak residents for the following reasons:

As a bad woman, she has been lobbying people
to work for her partisans and her group who ripped off overseas donations and
deposited such assistance funds in her bank account(s) and spending on other
items;

Tep Vanny and a handful of her partisans
have been working in favor of political parties and civil society organizations
which do not serve the interest of the people in Boengkak;
-
She exploits the issue of Boengkak by
creating numbers of unlawful activities so as to secure assistance from foreign
organizations and civil society organizations to serve her own interests;
-
She mobilizes her partisans, olds and
youngs, who are residents of the Boengkak community, to hold protest through
means of violence against the competent authorities and so on;
-
During the demonstration, she used us as
her servants by ordering us to adopt violent acts against the authorities, by blocking
public roads and shouting insulting words. She deceived and convinced young
boys and girls to stage the protest by holding banners, crying and singing.
More than that, she deceitfully told people to try hard protesting, so that
many of them would receive rewards. She also persuaded people to burn
themselves, so she could take photos showing violence to reveal the Royal
Government’s negative actions to the nations around the world;

Tep Vanny is a selfish woman who regards
herself as an authoritarian protest leader and does not concern about the common
interest with behavior like Pol Pot, she doesn’t listen to anyone;

Tep Vanny has already had her land title deed,
but has still continued leading the demonstration, and even take the
demonstration to be her job so that it could help her family go and live
overseas with an excuse of political asylum; and
-
Tep Vanny recently forced her husband to
shave his head got ordained as a monk so that her family would be given rights
of asylum to live in a third country.

We, the above mentioned names, representing
the people who left Boengkak community, would like to clarify our position that
we will no longer recognize Tep Vanny and a handful of her cronies as our
representative because they do not protest for our community’s interest, but on
the contrary, for their group’s political ambition in order to mislead the
national and international public opinion. We would also like to denounce a
number of organizations and civil societies behind the scene, especially Theang
Thnot organization and Housing Rights Organization (Long Kimheang and her
husband) who gave financial support (no support for religious feast and
healthcare service, but only for demonstration), equipments and strategies on
how to organize demonstration to Tep Vanny and her cronies so that Tep Vanny
and her cronies have been able to organize demonstration under every picture
with an excuse of being representative of the people who are the Boengkak’s
victims.
Therefore,
we all, representing the people who left the Boengkak community, would like to
appeal to diplomatic corps, international community, human rights organizations
and civil society organizations in the Kingdom of Cambodia to stop recognizing Ms.
Tep Vanny and a handful of her cronies and stop giving support to them
including a number of NGOs and civil society organizations behind the scene,
because Tep Vanny’s action is only for her own interest and her group’s
interest and those NGOs which have masterminded the plan of holding
demonstrations and protests by using their own budget wrongly without taking
into account of our legitimate interest.
