ជាបឋម ក្នុងនាម សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រ កម្ពុជា ខ្ញុំសូមសំដែងនូវសេចក្តីរីករាយដោយបានចូលរួមថ្លែងសុន្ទរកថាក្នុងនាមរាជរដ្ធាភិបាលកម្ពុជា និងសូម វាយតម្លៃខ្ពស់ចំពោះអង្គការសហប្រជាជាតិ ដែលបានរៀបចំ កិច្ចប្រជុំកំពូលស្តីពីប្រព័ន្ឋស្បៀង ដ៏មាន សារៈសំខាន់នេះ។ 

ផែនទីបង្ហាញផ្លូវស្តីពីប្រព័ន្ធស្បៀងសម្រាប់ការអភិវឌ្ឍប្រកបដោយចីរភាពនៅកម្ពុជាឆ្នាំ២០៣០ បានរៀបចំឡើងផ្អែកលើលទ្ធផលកិច្ចសន្ទនានិងការវិភាគ ហើយបានផ្សារភ្ជាប់នឹងក្របខ័ណ្ឌគោលនយោបាយ និងយុទ្ធសាស្ត្រនានា ដែលមានស្រាប់។ ដើម្បីសម្រេចឱ្យបានចក្ខុវិស័យស្តីពីប្រព័ន្ធស្បៀងឆ្នាំ២០៣០ ដែលផ្តល់នូវសន្តិសុខស្បៀងនិងអាហារូបត្ថម្ភ សម្រាប់មនុស្សគ្រប់រូប គិតគូពីចីរភាពសេដ្ឋកិច្ច សង្គមនិងបរិស្ថាន រាជរដ្ឋាភិបាលកម្ពុជា បានដាក់ចេញនូវ អាទិភាពចំនួនបួនដូចខាងក្រោម៖

ទីមួយ ការលើកកម្ពស់របបអាហារសុខភាពសម្រាប់ទាំងអស់គ្នា ដើម្បីបំបែកវដ្តអន្តរជំនាន់នៃ បញ្ហាអាហារូបត្ថម្ភ។ កម្ពុជាប្តេជ្ញាត្រឹមឆ្នាំ២០៣០ នឹងធ្វើឱ្យរបបអាហារសុខភាព មានភាពងាយស្រួល អាចរកបាន និងមានតម្លៃសមរម្យសម្រាប់ប្រជាពលរដ្ឋកម្ពុជាគ្រប់រូប។

ទីពីរ ការលើកកម្ពស់ភាពអង់អាចរបស់យុវជន ស្រ្តី និងជនងាយរងគ្រោះ។ កម្ពុជានឹងបន្តអនុវត្តសកម្មភាពលើកកម្ពស់សមភាពយេនឌ័រ បង្កើតការងារសមរម្យ អភិវឌ្ឍន៍សហគ្រិន និងផ្តល់ឱកាស ការងារសម្រាប់យុវជន ស្ត្រីនិងជនងាយរងគ្រោះ និងផ្តល់ទីកន្លែងសម្រាប់យុវជនចូលរួមក្នុងកិច្ចសន្ទនា គោលនយោបាយ។ 

ទីបី ក្នុងបរិការណ៍ដែលពិភពលោកទាំងមូលបាននិងកំពុងប្រយុទ្ធនឹងជំងឺកូវីដ-១៩ និងការប្រែប្រួល អាកាសធាតុ ការរៀបចំកិច្ចប្រជុំកំពូលនេះ បានក្រើនរំលឹកយើងទាំងអស់គ្នា ឱ្យយកចិត្តទុកដាក់លើ ការពង្រឹងភាពធន់លើមុខរបរចិញ្ចឹមជីវិតនិងប្រព័ន្ធស្បៀង ដើម្បីឆ្លើយតបទៅនឹងវិបត្តិនិងបញ្ហានានា ដែល អាចកើតឡើងនៅពេលអនាគត។ កម្ពុជានឹងបន្តធ្វើសកម្មភាព ដើម្បីដោះស្រាយភាពងាយរងគ្រោះ និង កាត់បន្ថយភាពក្រីក្រ ពង្រឹងភាពធន់របស់តួអង្គពាក់ព័ន្ធ ពង្រឹងបណ្តាញការងារនិងហេដ្ឋារចនាសម្ព័ន្ធនានា។

ទីបួន ការពង្រឹងអភិបាលកិច្ចដើម្បីធ្វើឱ្យប្រព័ន្ធស្បៀងកាន់តែមានបរិយាប័ន្ន ។ កម្ពុជានឹងបន្តរៀបចំ កិច្ចសន្ទនា ការសម្របសម្រួល និងការសហការជាមួយគ្រប់តួអង្គពាក់ព័ន្ធ ដើម្បីធ្វើឱ្យប្រព័ន្ធស្បៀង កាន់តែ មានបរិយាប័ន្ន ឆ្លើយតបទៅនឹងតម្រូវការរបស់អ្នកប្រើប្រាស់ ជនងាយរងគ្រោះ និងជនជាតិដើមភាគតិច ។ល។

កម្ពុជានឹងធ្វើជាប្រធានអាស៊ាននៅឆ្នាំ២០២២ គឺជាពេលវេលាដ៏សំខាន់មួយសម្រាប់កម្ពុជាពង្រឹង កិច្ចសហប្រតិបត្តិការជាមួយប្រទេសនានា ដើម្បីឱ្យប្រព័ន្ធស្បៀងកាន់តែមានភាពរឹងមាំនិងមានចីរភាព សម្រាប់មនុស្ស ភពផែនដី និងវិបុលភាព។

ដោយប្រទេសកម្ពុជា នឹងក្លាយទៅជាប្រទេសដែលមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ ប្រព័ន្ធស្បៀង គឺជាមូលដ្ឋានគ្រឹះដ៏សំខាន់សម្រាប់ការអភិវឌ្ឍប្រកបដោយចីរភាព លុបបំបាត់គ្រោះអត់ឃ្លាន និងបញ្ហាអាហារូបត្ថម្ភ និងកាត់បន្ថយភាពក្រីក្រ  ដោយមិនទុកនរណាម្នាក់ចោលនោះឡើយ។

His Excellency Antonio Guterres, Secretary General of the United Nations;

Excellencies, Ladies and Gentlemen,

On behalf of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, it is my great pleasure to deliver a Statement for the Royal Government of Cambodia and my appreciation to the United Nations for hosting this important Summit.

Cambodia’s National Roadmap for Food Systems for Sustainable Development 2030 is the product of extensive analysis of dialogues and aligns with existing policy frameworks and strategies. To achieve the 2030 Food Systems vision, which is focused on providing food security and nutrition for all, economic, social and environmental sustainability, Cambodia has identified four main priority areas as below: 

1. Healthy diets for all to break the intergenerational cycle of malnutrition. We commit that by 2030, healthy diets will be available, accessible and affordable for all Cambodians. 

2. Empowerment of youth, women and the vulnerable. We commit to create opportunities for decent employment, education, and enterprise and promote gender equality and spaces for youth in policy dialogue.  

3. In the context that the world is fighting against Covid-19 and climate change, the Food Systems Summit has reminded us to focus on resilient livelihoods and resilient food systems to protect the food system against future shocks and stresses. Cambodia will address vulnerabilities and poverty and strengthen the resilience of food system actors, networks and infrastructures. 

4. Governance for more inclusive food systems, Cambodia will continue dialogue, coordination, and collaboration with all stakeholders, ensuring justice and responsiveness to the needs of consumers, the vulnerable and indigenous people. 

 

Cambodia moves to Chairmanship of ASEAN in 2022. We look forward to working with countries in the region to improve food systems for the sustainability of people, planet and prosperity.

As the Nation moves to Upper-Middle Income Country status by 2030, food systems will serve as a critical foundation for sustainable development and the elimination of all forms of malnutrition, hunger, and poverty, ensuring that no one is left behind.
